1. Developing Criteria for Selecting Mid-level Managers in the Age of Artificial Intelligence Using the Delphi Method
Authors: Pham Quang Huy, Nguyen Thi The Ha, Pham Quang Minh, Pham Ngoc Van Anh
(Dong Thap Community College; Ming Chuan University, Taiwan; Tamkang University, Taiwan)
This study employs the Delphi method through two rounds of expert consultation to develop a framework of criteria for selecting mid-level managers in vocational education institutions. The framework is structured around four competency domains, covering human resource development, workplace organization, management innovation, and the promotion of learning in digital environments.
A key contribution of the study is its shift from administrative, criteria-based selection toward competency-based evaluation, particularly focusing on organizational capacity, team support, and adaptability to digital transformation and AI. The framework can serve as a practical reference tool for recruitment, appointment, and professional development of mid-level managers, thereby enhancing institutional effectiveness.
